Apna Ghar Finance: Rs521bn Approved for 80,000 Buyers

Apna Ghar finance Rs521bn approved for 80,000 buyers: banks have approved Rs521 billion in housing finance for around 80,000 applicants under the Prime Minister’s Apna Ghar scheme. That is more than double the Rs251 billion in outstanding housing finance before the scheme was revised in March 2026.

But approval is not payment. The latest dated disbursement figure is about Rs91 billion, paid to 15,584 borrowers by 28 October 2026. So the real story is two stories at once: approvals are rising fast, and a large share of that approved money is still waiting to reach buyers.

Housing Finance Doubles to Rs521bn in Just 6 Months

State Bank of Pakistan Governor Jameel Ahmad shared the Rs521 billion figure at the Lahore Chamber of Commerce and Industry.

According to Dawn’s report of 31 October 2026, banks approved Rs521 billion for around 80,000 applicants within six to seven months under the revised scheme.

Before the revision, outstanding housing finance stood at just Rs251 billion. In other words, approvals in a few months have already crossed double that earlier total.

Why Did Apna Ghar Approvals Double After March 2026?

The March 2026 revision changed the scheme in ways that matter to ordinary buyers. The maximum loan rose from Rs3.5 million to Rs10 million. The eligible house size rose from 5 marla to 10 marla, and a flat of up to 1,500 square feet became eligible.

The end-user markup rate became a flat 5 percent for the first 10 years, with government subsidy support during that period.

After 10 years, the rate moves to a market-linked rate, generally 1-year KIBOR plus 3 percent. The loan tenor can extend up to 20 years, and the loan-to-value ratio is 90:10, so the buyer arranges 10 percent equity.

The scheme is for first-time homeowners with a valid CNIC who do not already own a housing unit.

Overseas Pakistanis with a NICOP or POC can also apply, subject to bank requirements. It covers buying a house or flat, buying a plot and building a house, and building on a plot you already own.

Banks must also complete credit approval within 15 working days after receiving a complete application.

Total monthly repayments should not exceed 65 percent of net disposable income. In October 2026, the property documents banks can demand for title and mortgage were standardised to five documents, to end repeated paperwork demands.

Approved vs Paid: The Rs420bn Gap You Must Not Miss

Two different dated figures are circulating, and they are not the same snapshot. On 28 October 2026, the Finance Division’s Access to Finance meeting reported 86,896 Apna Ghar applications worth Rs511 billion approved, and 15,584 loans worth about Rs91 billion disbursed.

On that 28 October snapshot, the waiting amount is about Rs420 billion. That is Rs511 billion approved minus Rs91 billion paid, covering 71,312 approved applications not yet paid out.

Do not mix the snapshots. Do not subtract Rs91 billion from Rs521 billion, because those figures come from different dates and possibly different scopes.

The clean statement is this: by 28 October, about Rs91 billion had been paid, so at least about Rs420 billion of the approvals counted then were still waiting. Dawn’s 31 October report gives the newer Rs521 billion approvals figure, but no newer disbursed total.

The Gap Is Growing, Not Shrinking

By the 7 October meeting, our earlier article put the picture at Rs76 billion disbursed to 13,214 borrowers, against Rs426 billion approved. That left about Rs350 billion approved but waiting at that time.

By 28 October, disbursements had risen to about Rs91 billion to 15,584 borrowers. That is about Rs15 billion and 2,370 borrowers more in three weeks. Approvals, however, had risen faster, to Rs511 billion. So the waiting amount rose to about Rs420 billion.

Only about 18 percent of the approved amount had actually been paid out by 28 October. That is why the committee discussed speeding up disbursements and finance for builders and under-construction projects.

Your Loan Is Approved? Here Is What to Do Next

If you are thinking of applying, the Rs521 billion figure should encourage you. But approval is the first step, not the last one. Check eligibility honestly. You must be a first-time homeowner, and your household should not already own a house, flat, or residential plot.

Keep your file complete from the start. The 15-working-day rule counts from the date the bank receives a complete application, not from your first visit. Understand the property side too. For an urban plot, the standardised title documents include the allotment or transfer letter, possession certificate, site plan, permission to mortgage, and the mortgage-related record.

If your property is in a housing society or under a development authority, ask early whether permission to mortgage will be an issue. Many delays are about title, valuation, or society clearance, not about the borrower.

Finally, do not pay anyone who promises to speed up a government loan. Apply through apnaghar.gov.pk and participating banks, and if your loan is approved but not disbursed, ask the branch in writing which step is pending.

What Happens Next? Will Payments Finally Catch Up?

The next useful update will be the next disbursement figure, and whether the waiting amount falls rather than rising with approvals. That figure, more than any new approvals headline, will show whether Apna Ghar is truly turning approvals into homes.

Frequently Asked Questions

1. How much Apna Ghar finance has been approved?

Rs521 billion for around 80,000 applicants, reported on 31 October 2026. A separate 28 October snapshot put approvals at Rs511 billion for 86,896 applications.

2. How much has actually been paid?

About Rs91 billion to 15,584 borrowers by 28 October 2026, the latest dated disbursement figure checked for this article.

3. Is Rs521 billion already paid to homebuyers?

No. Rs521 billion is the approved amount, not the disbursed amount. Disbursement is when the money is actually released.

4. Who can apply for an Apna Ghar loan?

Pakistani citizens with a valid CNIC who are first-time homeowners and do not already own a housing unit. Overseas Pakistanis with a NICOP or POC can also apply, subject to bank requirements.

5. What are the main loan terms?

Up to Rs10 million, or 90 percent of the property cost, whichever is less, at a fixed 5 percent markup for the first 10 years, with a tenor of up to 20 years. Eligible properties include houses up to 10 marla and flats up to 1,500 square feet.

Conclusion

Apna Ghar finance has clearly crossed a new milestone, with Rs521 billion approved for around 80,000 buyers in just six to seven months after the March 2026 revision. That growth, from Rs251 billion before the revision, shows that the larger Rs10 million limit, the 5 percent markup, and the clearer approval rules have made the scheme far more accessible to first-time homebuyers.

But the milestone is incomplete until the money reaches buyers. By 28 October, only about Rs91 billion had been disbursed to 15,584 borrowers, leaving about Rs420 billion of the approvals counted then still waiting.

So do not judge this scheme by approvals alone. Apply with a complete file, check your property title early, and follow up with your bank in writing if your approved loan is delayed.

Watch the next disbursement update. That, more than any new approvals headline, will show whether Apna Ghar is truly turning approvals into homes.
